How to Obtain:"Mission 16: Azure Plains: Send a unit to Coppermine. The Hawkman Sheen will offer his services after a brief cutscene." He will only make an offer to join if you have a very 'Low' Chaos Frame.
I got him with a high Chaos Frame. You don't need a low one.
